Electrical Inspector

JOB DESCRIPTION

JOB SUMMARY: The Electrical Inspector is responsible for the practical safeguarding of persons and property from hazards arising from the use of electricity, and ensuring construction occurs in compliance with the National Electrical Code and other applicable code standards. This position has the responsibility to educate the general public, engineers, design professionals, and electrical contractors on the National Electrical Code
requirements to ensure safe design and installation of electrical wiring and equipment. The Electrical Inspector is expected to be committed to the mission, vision, and values of the Centre Region Council of Governments and the CRCA.
DUTIES AND RESPONSIBILITIES: The duties described below are indicative of what the Electrical Inspector may be asked to perform. Other duties may be assigned.
1. Administration
• Examine electrical plans for compliance with the National Electrical Code for high-rise and mid-use residential, large and light commercial, industrial, institutional, and hazardous structures.
• Prepare detailed reports on electrical code violations regarding plan reviews or field inspections.
• Consult with inspectors of other disciplines for code compliance of fire, building, mechanical, plumbing, and housing codes.
• Attend and participate in staff meetings. Provide input and recommendations to improve own work and the general operation, performance, and services provided by the Agency.
2. Investigation/Field Inspection
• Inspect all types of wiring systems installed in residential, commercial, and industrial structures for compliance with approved plan specifications and applicable Codes.
• Assist installers/designers at job-site prior to installation of wiring to recommend or to advise on proper procedure.
• Inspect installation of complex electrical equipment.
• Act as a consultant on electrical violations of existing structures for other code disciplines.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

EDUCATION AND/OR EXPERIENCE
• High School diploma and six (6) years electrician or inspector experience is required or,
• Associates Degree and four (4) years electrician or inspector experience is required or,
• Bachelor’s Degree in engineering, architecture, or a related curriculum and two (2) years electrician or inspector experience is required.
• Ten (10) years electrical field experience is required.
• Two (2) years formal education experience is required.
• Certifications from the International Code Council in the following areas are required: Electrical one and two family dwelling, electrical general certification, and electrical plan review certification.
• Knowledge of all types of building construction is recommended.
• Knowledge and understanding of all electrical systems which include but are not limited to: low voltage, medium voltage, high voltage, lighting protection, hazardous locations, hospital installations, agricultural buildings, signs, fire alarm systems, etc.
• International Code Council Certifications for One and Two Family Combination Inspector within two (2) years.
• A valid driver’s license is required.
SKILLS AND ABILITIES
• Ability to cooperate with elected officials, staff, and the public.
• Ability to provide expert advice without formal supervisory responsibility.
• Ability to instruct and train in methods and procedures.
• Ability to maintain composure and self-control when confronting potentially volatile situations.
• Knowledge of the principles, practices, and functions of the Pennsylvania Department of Labor and Industry, National Electric Code, International Code Council, and industry standards via extensive reading and research.
• Knowledge of methods, materials, and equipment required for electrical inspection.
• Knowledge of evaluating new products and techniques to issue formal code interpretations.
• Must have the ability to use and read different types of measuring equipment (meters) and/or gauges.
LANGUAGE SKILLS:
• Ability to communicate effectively with elected officials, staff, and the public.
• Ability to communicate in both written and verbal form.
• Ability to comprehend and prepare reports in a concise and accurate manner.
• Ability to deal with the public in a respectable and courteous manner.
MATHEMATICAL SKILLS
• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to manipulate numbers and check for accuracy.
REASONING ABILITY
• Ability to define problems and deal with a variety of situations.
• Ability to think quickly, maintain self-control, and adapt to stressful situations.
• Ability to use good judgment and effectively solve problems.
• Ability to assign work, and add or delete duties.
• Ability to distribute work among co-workers or others.

Physical Environment:
• The duties of this job include physical activities such as climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, lifting, keying, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions, pushing, and pulling. The physical requirements for this position are
sedentary, light work with medium, heavy, and very heavy work occurring less frequently.
Work Environment: The work environment may include some or all of the following.
• Ability to work under distractions such as telephone calls and other disturbances.
• Ability to work under conditions with time pressure (frequent rush jobs, urgent deadlines, etc.).
• Ability to work in conditions with improper illumination (glare, inadequate lighting, etc.).
• Ability to work in conditions with high or low temperatures (possibly leading to stress or decreased ability to work effectively).
• Ability to work in conditions with repetitive activities (performance of the same physically demanding activity).
• Ability to deal with unpleasant situations (necessity of dealing with irate or disturbed individuals).
• Ability to work in a dirty environment (situations in which workers or their clothing easily become dirty, greasy, etc.).
• Involves a good deal of driving; should be able to use a map and find addresses as necessary.
