General Statement of Responsibilities

Creates overall college marketing plan to support enrollment and promote brand identity, development, and strategic planning initiatives for marketing. Manages the marketing department budget. Oversees the creative development, process and production of all marketing/advertising materials. Negotiates, coordinates, buys, schedules, monitors, analyzes and evaluates all media. Supervises the web strategist, communication strategist, graphic designer and call center and contracts with free-lance writers and vendors to support marketing creative needs. Works with Institutional Research and also analyzes a variety of reports and data to direct the college marketing functions. Works with and supports the president’s office for communication efforts. Works with RCC departments to support recruitment and retention efforts. Works with Foundation to promote and support community messaging.

Examples of Duties - Essential Functions

Marketing Operations

  1. Works with Institutional Research to collect and analyze a variety of reports and data to direct the college marketing functions.
  2. Creates overall marketing and communication plan and leads development and execution of strategic planning initiatives.
  3. Works with and supports the Public Information Officer/President’s office and other RCC departments in communication, recruitment and retention, and outreach efforts. 
  4. Participates in the development of the college strategic plan and is responsible for the Marketing Department budgeting and activities to achieve the outcomes of the plan that supports enrollment, accreditation and the college mission and goals.
  5. Negotiates, coordinates, buys, schedules, monitors, analyzes and evaluates all media, (i.e. billboards, magazines, television, cable, OTT, digital, social, radio and newspapers).
  6. Oversees process and production of all marketing/advertising materials and maintains RCC brand consistency.
  7. Oversees the internal blog and works with staff, employees and free-lance writers for content.
  8. Serves as primary contact for sales representatives and orders promotional supplies.
  9. Trains on and maintains the functionality of the marketing work order system.
  10. Serves as the Chair of the Marketing Council.

 Supervision 

  1. Recruit, appoint, direct, and promote the development of staff within a supportive working environment.
  2. Initiate and manage personnel actions, including posting, hiring, evaluating, correcting, promoting, and terminating, to maintain and ensure effective staffing levels; balance workload among employees, honoring individual strengths.
  3. Ensure staff participation in internal and external professional training and professional growth. 
  4. Provides leadership and supervision for Marketing staff.
  5. Performs other duties as assigned.

Screening Criteria

Education and Experience:  A Master’s Degree in Marketing, Communications, Journalism, Public Relations, or related field is required.  A minimum of three years’ combined experience in a comprehensive direct marketing department position including one year of progressively responsible experience in a management/ supervisory position is required. Experience in a multi-layered educational or other non-profit setting strongly preferred.


Only degrees received from an accredited institution will be accepted:  accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Licenses: For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License and proof of an acceptable driving record are required. New employees establishing resident status in the State of Oregon must obtain an Oregon driver’s license within 30 days (ORS 807.020 (1)).

Knowledge of:  Marketing theory and practice; concepts in public relations, market demographics, advertising, internal communications, social media and other web based strategies; statistics and data management/analysis; financial and accounting management concepts and procedures; strategic planning and budgeting practices; supervisory practices; federal and state laws as they pertain to elections, public employee ethics, public information, freedom of the press, privacy requirements, and the public financing/budget process; creation, production, and distribution of electronic, print and broadcast marketing materials; use of social media in marketing and communication; equity, diversity, and inclusion programs; program management practices; school systems and operations; computer programs including Microsoft Office Suite® and Adobe Creative Suite products; applicable legal requirements, policies, and procedures; personnel management concepts; and the mission and purpose of a comprehensive community college.

Manual dexterity and coordination are required for over half of the daily work period (over 50%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment, or driving.  While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials such as files, books, office equipment, up to 5 lbs. daily, and 5-25 pounds occasionally. This position requires both verbal and written communication abilities.

While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

Additional Posting Information

This is a full-time Exempt/Managerial (100%, 246 days/year) position in the Marketing department. Starting compensation will be based on Grade K of the 2022-2023 salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. Consideration will be given to related experience and educational achievement. Exempt positions are renewed on an annual basis at the discretion of the College President.
