PRIMARY RESPONSIBILITY

Under the general direction of the Planning Director, this position provides administrative and technical services in the current and long-range planning programs of the City related to the development and implementation of land use and related municipal plans and policies.  Provide support to, and function as, an integral member of the City’s development review and long-range planning programs which includes other staff members from the Building, Public Works, Administration and County Planning Departments. Serves as project manager in the development and implementation of various land use and policy related projects and studies with the Senior Planner responsible for progressively complex tasks and applications. 

SUPERVISION RECEIVED AND EXERCISED

This position works under the direction of the Planning Director.

Supervision of the Planning Assistant relating to current planning issues.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Interprets, analyzes, and applies land use ordinances, codes, and regulations. Coordinate information with other departments/division and agencies, as required for project management. 

Conducts study, compute data, accepts public input and prepares reports relating to land use and development and other permit processes which are the responsibility of the Department. 

Reviews development proposals for compliance with City codes and the Comprehensive Plan, meet with developers, the public, City department, and other jurisdictions; integrates departmental review and comments.

Attends public hearings; makes site inspections for pre-application conferences, development plan review, post-development site design, landscape compliance, and citizen complaints.

Explains and interprets the zoning ordinance, general plan, and other City land use regulations and policies to the public, including instructions and requirements of applying for zone changes, conditional use permits, variances, etc. 

Researches and prepares ordinances, standards and procedures for implementation, amendment and updating of the City’s Comprehensive Plan and other related documents. 

Reviews permits; checks for compliance with land use standards, conditions of approval, site design, and correct address.  

Provides staff support for the City Council, Planning Commission, and Landmarks Review Board.

Prepares application proposals for State or Federal land use grants.

Assists in maintaining data base and communication efforts.

QUALIFICATIONS

EDUCATION and EXPERIENCE:  Bachelor’s Degree (B.S.) in Planning or related field (Landscape Architecture, Architecture, Engineering) from an accredited college or university. Senior Planner shall have an additional 4-6 years of full-time professional experience in Planning.

KNOWLEDGE OF:  The Oregon Land Use System and urban land use planning principles, techniques, and the socioeconomic and legal implications of planning; planning ordinances and state statues governing the planning, public hearing, and environmental decision-making process; various research techniques. Also, knowledge with City neighborhoods and general layout.

SKILL IN: using a variety of computer software programs, including AutoCAD, Arc View, GIS, work processing, spreadsheets, and data bases; creating graphic and statistical presentations; project management, evaluating various forms of research data; dealing with the public tactfully and courteously; speaking effectively and establishing and maintaining effective working relationships with public agencies, decision makers, developers, citizen groups, and special interest groups. 

ABILITY TO: read and interpret documents such as zoning/land use maps, Community Development ordinances, and Comprehensive Plan; write routine reports and correspondence; calculate figures and amounts such as proportions, percentages, area and circumferences; apply concepts of basic algebra and geometry; solve practical problems and deal with a variety of concrete variables in situations where only limited standardizations exists; interpret a variety of instructions furnished in written, oral, diagram, or schedule from; work flexible hours on short notice.
