Summary: 

Leads, manages, transforms and develops the (department-based) sourcing function and all sourcing relationships at The MetroHealth System (MHS). This includes executing the sourcing strategy, optimizing existing group purchasing organization (GPO) relationships, locally negotiating contracts, and designing and executing against innovative sourcing agreements to achieve savings and to build and maintain a competitive contract portfolio. Creates competitive advances by optimizing spend in products, materials, and services as well as developing strategies, processes, and leading practice in collaboration with the MHS Supply Chain Value Analysis function. Areas of responsibility include capital expenditures, physician preference items, purchase services, and drugs and legal and ethical sourcing. Optimizes the client base through sourcing, control, and management of key suppliers while building sustainable, strategic partnerships to maximize contract value. Embeds effective financial management practices and audit controls. Builds, manages, and develops a high performing team in the sourcing and purchasing function as well as establishing a culture of efficiency and effectiveness. Ensures that the process of leading the client wide GPO contract portfolio and managing the sourcing team aligns with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally. Works collaboratively with Clinical Operations, Nursing, and the Senior Manager of Materials Management Operations in support of best practices within the overall supply chain management function. Upholds the mission, vision, values, and customer service standards of The MetroHealth System.

 

 

Responsibilities:

1. Supports and mentors Sourcing and Purchasing Department staff for a cohesive, comprehensive, and unified approach to sourcing, issuing bids, requesting price quotes, evaluating bid responses and negotiating and administering contracts.

2. Develops and supports protocol and standard operating procedures for the proactive analytics involving purchasing trends, supply utilization patterns, and other measures that influence spend trends.

3. Establishes solid understanding of vendor base and maintains good and strategic working relationships with suppliers and vendors. Forges relationships with local and diverse suppliers and related associations to support MHS Supplier Diversity goals in collaboration with the MHS Department of Diversity and Inclusion.

4. Enforces and educates staff, as well as internal departments and the supplier community, on the MHS public bid requirements and purchasing policy and procedure. Supports continuous review and improvement of policies and procedures in support of larger/strategic MHS goals

5. Develops, implements, and supports a new system-wide value analysis process that includes:
     a. Seeking outside counsel as necessary for best practice.
     b. Working with leadership to form an executive steering committee.
     c. Engaging physician leadership for roles within the executive steering committee and area-specific committee co-leadership.
     d. Forming value analysis around the Dyad and service line model.
     e. Standardizing processes and documentation among all committees.


6. Fosters and builds departmental relationships, particularly with department leaders, service line leaders (administrative and clinical), and MHS leadership to form a cohesive approach to performance improvement both within the sourcing and contracting/purchasing department and with the departments supported by:
     a. Attending departmental meetings.
     b. Identifying opportunities for cost savings and product or service standardization.
     c. Improving processes that are mutually beneficial.

7. Continuously improves through innovation and process improvements. Drives improvement through MHS’ current and future ERP modules and systems for strategic sourcing and contract management by:
     a. Coordinating resources necessary as implementation proceeds.
     b. Supporting and collaborating with Information Services and other departments tied to supply chain (i.e. Accounts Payable, Finance) for a cohesive approach to process improvement.

8. Works routinely with Accounts Payable on operational issues/concerns and improves the working relationship at the staff level for collective approach to owning the process together.

9. Keeps abreast of purchasing trends, developments and practices by participating in continuing education courses, professional organizations and seminars, reading current literature and maintaining professional contacts in the community.

 

 

Qualifications:

Required:
Bachelor’s Degree and seven years of healthcare purchasing experience or MBA with two years of experience working in strategic sourcing, contracting, and purchasing.
In lieu of degree, any equivalent combination of education, training, and experience of comparable scope and complexity to the qualifications stated above.
This role requires a proven, transformative, and dynamic leader with a strong track record of leading and transforming GPO arrangements across a health system.

Excellent analytical skills.
Experienced in the use of MS Office software packages.

Preferred:
Master’s Degree
Three to five years of experience in a hospital or government/public purchasing environment.
Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM) or related professional certification in purchasing or supply chain management.
Strategic Planning experience.

Physical Demands:
May need to move around intermittently during the day, including sitting, standing, stooping, bending, and ambulating.

Ability to communicate in face-to-face, phone, email, and other communications.
