Metro Transit's Finance and Administration Division seeks a Business Analyst (Asset Management) to fill a Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position within the department.  The duration of this position is anticipated to extend through December 31, 2024, with the possibility of being extended.

The Business Analyst (Asset Management) is an integral member of the Finance and Administration team, which administers King County's Public Transportation Fund. This fund has a biennial operating budget of over $2 billion and a biennial capital budget of approximately $300 million. The Public Transportation Fund contains over $1.2 billion worth of assets. This is the largest fund in King County government.

In this role, the incumbent works with managers, supervisors, and other team members to maintain and improve upon business practices related to asset management, gathering and analyzing data to effectively identify and resolve issues. By gaining an understanding of the business, this position will provide a critical service in leading continuous improvement efforts that directly impact Metro Transit and King County as a whole. The Business Analyst will be instrumental in training others in the use of tools and best practices in asset management. This role works under the guidance of the Director of Asset Management.

This recruitment will be used to fill one SDA or TLT position.

Job Duties

Business Analyst (Asset Management) Job Duties:

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will:

 

  • Consult with managers, supervisors, and matrixed teams on business requirements and opportunities to improve King County Metro Asset Management business practices 
  • Prepare comprehensive asset regulatory reports, flow charts, statistical analysis, and other documents summarizing findings, gaps, issues, and recommendations 
  • Collaborate in the development and reporting of asset performance measures, key performance indicators, quality assurance metrics, and improvement measures across multi-functional teams 
  • Support business units in identifying and delivering significant and quantifiable asset management business process improvements through the application of process improvement methodologies, i.e., Lean, Kaizen, and Six Sigma 
  • Guide process improvement teams in the use of data to assess and understand issues; evaluate options and make decisions 
  • Support team members in the use of process improvement tools and best asset management practices to improve the quality of service delivery and accountability and to ensure compliance with applicable laws, codes, policies, contracts, and agreements 
  • Perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills

Business Analyst (Asset Management) Minimum Qualifications:

  • A Bachelor's degree in business, computer science, geography, engineering, or related field and related business process analysis and improvement experience, which includes facilitation and leadership experience; or a combination of experience, education, and training demonstrating the required knowledge, skills, and abilities to perform the work required by the position
  • Experience in working with matrixed workgroups and individuals at all levels within a large organization 
  • Thorough knowledge of the Microsoft Office suite of tools, including Outlook, Excel, Word, PowerPoint, SharePoint
  • Strong information technology knowledge, with particular emphasis on databases, spreadsheets, and reporting
  • Good knowledge of ArcGIS and the ability to coordinate with GIS professionals to ensure successful delivery of asset geospatial data, assist with information exchange between GIS and Enterprise Asset Management System
  • Knowledge and skill in the application of statistical analysis for the identification of benchmarks, trends, and anomalies 
  • Knowledge of leading industry practices for organizational asset management programs, including ISO 55000 Series, International Infrastructure Management, and the IAM subject specific guidance
  • Skill using tools such as ArcGIS, Power BI, SQL Server Management Studio, Excel, Python, Ruby, etc., to analyze data to understand complex problems and make recommendations based on analysis and desired outcomes
  • Knowledge of process improvement methods and techniques such as Lean, Kaizen, and Six Sigma 
  • Ability to synthesize complex information from different sources, prepare clear and concise summary materials and communicate technical information to non-technical audiences 
  • Excellent oral, written, and interpersonal communications skills 
  • Ability to work equitably and respectfully 
  • Ability to establish and maintain effective working relationships with a diverse group of individuals from a variety of different positions, cultures, and backgrounds 
  • Ability to demonstrate behaviors that include fairness, respect, inclusiveness, integrity, and ethical conduct 
  • Possession of a valid Washington State Driver's License or the ability to obtain a Washington State Driver's License prior to hire date

Work Schedule:
 
This position is exempt from the provisions of the Fair Labor Standards Act and is therefore ineligible for overtime pay if scheduled.

Teleworking Requirement:
 
The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
   
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
