Summary

The Community Services Unit in the Wastewater Treatment Division is seeking multiple Water Quality PPM II professionals. If you want to use your communication skills to protect people, enhance the environment and improve equity, then the Wastewater Treatment Division's (WTD) Community Services group looks forward to meeting you. We use the art of engagement to serve others and help our division do the same. We work together to communicate clearly and solve problems. We manage our work adaptively to get desired results. We know diverse perspectives make us better, so we welcome diversity and seek to be mindful. As a member of WTD's Community Services Unit, you will support all the division's work. You will inform the public about our projects, operations and services. You will engage communities in equitable decision-making using virtual, online, social media and in-person formats. You will work one-on-one with individuals, businesses and communities to understand and respond to their needs.

Working Conditions
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location:
Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule:
This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties

Core Work Duties
  • Use established guidelines to develop, manage, and implement public involvement plans on multiple capital and operating projects or programs supporting wastewater treatment facilities and processes.
  • Analyze community relations issues, threats and opportunities that may affect the success of a WTD project or initiative. Assignments will include capital projects with significant construction impacts for the community.
  • Provide planning, assessment, and advocacy for equity and social justice opportunities on WTD capital projects using County equity assessment tools.
  • Work effectively with WTD project teams and affected community members to advance WTD project goals and activities.
  • Support the community relations elements of the Wastewater Treatment Division's incident response program, which requires night and weekend availability on a rotating basis. Duties could include safely moving through industrial and construction sites and driving metal fence posts into the ground to close off public spaces affected by response activities.
Experience, Qualifications, Knowledge, Skills

Minimum Qualifications:
  • Experience managing numerous concurrent projects successfully
  • Success in problem-solving and consensus building among people with different viewpoints, experiences, and backgrounds
  • Experience working effectively with racially and culturally diverse individuals and communities.
  • Experience planning and implementing effective public outreach campaigns that include strategic goal identification, objective setting, tactic selection and service delivery schedule.
  • Experience communicating productively with people under stress
Necessary Special Requirements:
  • Ability to use software that supports the delivery of a work product, including Word, Outlook, PowerPoint, Excel, Teams, SharePoint, Zoom, and databases
  • Knowledge of typical content creation for various social media platforms
  • A valid Washington State Driver's License or an alternate ability to get to meetings and field sites not served by transit at varying times of day
  • Night and weekend availability as necessary
Physical Requirements: While performing the duties of this job, the employee is regularly required to stand, walk, and use hands to touch, handle or feel objects, tools or controls. The employee frequently is required to talk and hear and occasionally required to reach with hands and arms, and to stoop, kneel or crouch. Must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and the ability to adjust focus.

  • Experience planning and coordinating logistics for large and small events

  • Experience supporting construction of large wastewater treatment facilities
