The Public Health Preparedness Section is responsible for the mitigation, preparedness, response, and recovery activities of Emergency Support Function 8 – Health, Medical, and Mortuary Services for King County. This position is expected to last 12 months.

The Workforce Mobilization Manager collaborates with stakeholders to establish systems to mobilize, support, and demobilize individuals for emergency responses and is responsible for overseeing those activities during an emergency. Work Schedule: This regular work schedule is Monday through Friday, 8am - 5pm and 40 hours per week. However, after hours, weekend work, and overtime will be required. This role is FLSA non-exempt and is eligible for overtime.

Job Duties

  • Develop and sustain an overall responder mobilization strategy for Public Health utilizing county employees, volunteers, mutual aid, contract workers, and trusted partners. Write and maintain Public Health’s workforce mobilization plan. Provide information and assistance to internal and external partners seeking to access Public Health responders.
  • Develop and sustain a comprehensive responder safety and health strategy in partnership with internal and external subject matter experts 
  • Manage Public Health’s emergency operations center (Health and Medical Area Command) response team. Recruit and communicate with members, establish training plan, engage members in drills and exercises, track training and exercise participation.
  • Develop and deliver trainings to volunteers and other responders in partnership with Training and Exercise Coordinator
  • Manage the Public Health Reserve Corps (PHRC), a 1000+ member Medical Reserve Corps while supervising an Americorps who serves as PHRC coordinator
  • Partner with community-based organizations like foodbanks and homeless service providers to operate on-site medical, vaccination and footcare clinics where PHRC volunteers deliver care
  • Collaborate with local emergency management agencies to plan for response activities which rely on participation of PHRC volunteers, such as severe weather shelters
  • Align department activities with federal guidance and best practices for volunteer management and workforce mobilization. Prepare for and facilitate annual Medical Reserve Corps program reviews.
  • Manage workforce mobilization activities in ways which engage the community, share decision-making, are inclusive, and mitigate health disparities. 
  • Maintain data and performance metrics to report on workforce readiness and responder mobilization
  • Participate in statewide workgroups on workforce mobilization and volunteer management
  • Manage emergency response activities within the Operations or Logistics Sections of Health and Medical Area Command.  

Experience, Qualifications, Knowledge, Skills

Sucessful candidates will demonstrate the following at minimum: 

  • Demonstrated program / project management skills with the ability to facilitate groups, handle multiple projects simultaneously, and prioritize effectively with competing deadlines and time constraints.  
  • Demonstrated experience writing plans, tools, presentations, and reports.  
  • Demonstrated experience applying equity and social justice principles to a public program / project.
  • Skilled in working collaboratively with a team.  
  • Skilled in fostering and maintaining ongoing relationships with stakeholders and volunteers. 
  • Creativity in identifying and implementing solutions to emergent issues.  
  • Ability to maintain composure and flexibility in stressful working environments.  
  • Demonstrated proficiency with Microsoft Office 365 products (e.g., Teams, OneNote, OneDrive, and SharePoint, Skype) to complete daily tasks.  

The most competitive applicants will also have the following desired experiences and qualifications:  
  • Experience in emergency management, workforce mobilization, volunteer management, or public health
  • Existing relationships with community-based organizations in King County
  • Experience leading interdisciplinary workgroups
  • Advaned degree in related field and/or an equivalent combination of education and experience.
  • Experience in supporting responder health and wellbeing
